This paper has systematically elaborated the theory and method of Linking Institution with Process for Implement, and also analyzed the methodology from institution analysis to process designs for instance as the quality management system in the government departments. It has gone a step further that the top designs and application frame plan for the informationizational platform which is the carrying system to Link Institution with Process for Implement.
