Based on the request of developing Dynamic Monitoring and Control of Military Transportation System, design concept and many development methods, the basic information platform is designed. According to demands of function, platform is analyzed and designed. Some key solving schemes are presented, such as data encoding, picture data encryption and decryption and space basic information maintenance.
